On Friday in Vienna India will brief 144 IAEA members on the technical aspects of the draft safeguards text. But Pakistan is playing spoilsport. In a letter circulated to more than 60 countries including members of the IAEA and the NSG, Pakistan has warned that if India gets access to nuclear fuel through the Indo-US nuclear deal it could trigger an arms race in the subcontinent.
