Vienna: In the world of nuclear diplomacy, it's likely to be a mixed bag for India at the NSG in Vienna. While New Zealand may not pose too much of a problem, but the Swiss may be hard to convince.

Japan indicated it would back the waiver for India. Australia followed suit saying it was prepared to sell uranium to India once the NSG process was successfully completed. But others are causing concern.

“Ireland is not the problem. Switzerland and Australia are. They have nothing to gain. They have a history of nuclear energy, Swiss and Austria have been opposed to nuclear trade,” says Director, HBF India, Dr. Michael Koberlein

India maybe required to brief the NSG members. An unusual procedure for a country that is not a member of that body. India's negotiators are worried that in the process of answering questions and making clarifications, they may end up having to negotiate the finer points of the waiver document with all the 45 members.

India is firm on what it wants.

-A clean and unconditional waiver

-It will not accept full scope safeguards

-No safeguards in perpetuity without assurances of fuel supply and

-No reference to nuclear tests

Indian diplomats say they will settle for nothing less than the language contained in the draft waiver document. The assessment is that the prospect of drawing India into the nuclear mainstream will outweigh other concerns at the NSG.
